The name Hêth-dîlë Bî is derived from the Iron Elvish language, as Hêth-dîlë Bî was founded by Trënmeg̈m Tsmëkado Èlkënm, who was culturaly Iron Elven.
Climate
Hêth-dîlë Bî has a yearly average temperature of 26°C (78°F), with its average temperature during the summer being a warm 28°C (82°F) and its average temperature during the winter being a pleasant 24°C (75°F). Hêth-dîlë Bî receives an average of 237 cm/y (93 in/y) of precipitation, most of which comes in the form of rain during the summer. Hêth-dîlë Bî covers an area of nearly 7 km2 (2 mi2), and an average elevation of 3388 m (11115 ft) above sea level.
Overview
Hêth-dîlë Bî was founded durring the early 12th century in fall of the year 1109, by Trënmeg̈m Tsmëkado Èlkënm. The establishment of Hêth-dîlë Bî was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Trënmeg̈m Tsmëkado Èlkënm struck deals with nearby nations and communities to establish Hêth-dîlë Bî as a prison colony.
Hêth-dîlë Bî was built using the conventions of Iron Elven durring the early 12th century. Naturaly, all settlmentss have their own look to them, and Hêth-dîlë Bî is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Hêth-dîlë Bî is buildings are speckled and packed arround spacious flagstone streets with seemingly no patern to them. It appears as if the town's residents simply built streets as they pleased and squeazed buildings in wherever and howeave rpossible, creating an organic, frustrating to navigate, maze of a town. The town is protected by a humble stone fence which is tall enough to provide adiquite cover for defenders to fire from, but no more than that. Astonishigly, the peasent-grade are in pristine condishion, as if they had just been finished before you laied eyes upon them.
A look around Hêth-dîlë Bî seems to be home to a quite vibrant and boisterous community. Everywhere one looks they can see people going out their daily business with a smile and a spring in their step. Children play loudly in the streets, causing untold havoc as youth are want and allowed to do. On second glance, that chaos continues into adulthood. People seem to be allowed to do as they please with little harmoney to anything. It feels less like a town, and more like a spot people just happened to place their homes. Yet there are small elements here and there which show the underlying structure of the community. It’s just so complex, organic, and flowing one can only understand what is a piece of the puzzle, but not what its neighbors are.
Civic Infrastructure
Hêth-dîlë Bî has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Hêth-dîlë Bî. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Hêth-dîlë Bî's parks.
Hêth-dîlë Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Hêth-dîlë Bî.
Hêth-dîlë Bî has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Hêth-dîlë Bî has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Hêth-dîlë Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Hêth-dîlë Bî's public wards, blessings, and other arcane systems.
Hêth-dîlë Bî possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Large Town. Hêth-dîlë Bî's grid is powered by a boiler and turbine based power plant.
Hêth-dîlë Bî's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.
Hêth-dîlë Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Hêth-dîlë Bî's natural decorations nor waterways.
Hêth-dîlë Bî has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Hêth-dîlë Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Hêth-dîlë Bî has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Hêth-dîlë Bî's mayor's house was built using a different architectural style from the rest of the town. The style used is inspired by the natural world, characterized by sinuous, sculptural, organic shapes, arches, curving lines, and sensual ornamentation. Common motifs included stylized versions of leaves, flowers, vines, insects, animals, and other natural elements. Decorative elements found on the inside and outside of buildings include intricate mosaic work, curved windows, and decorative trim work. .
Due to the actions of local Kami, spring is skipped in Hêth-dîlë Bî.
The Horsefly, Giant near Hêth-dîlë Bî are known to be a mutant strain of the creature.
Hêth-dîlë Bî's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves performance art to channel Necromancy energies of tier 3 via moments of science.
Economy

In time immemorial, reportedly some time during the late 2nd century the Kami spared the town from the rampage of a legendary monster. One of Hêth-dîlë Bî's local festivals commemorates this miracle.
